Bilateral Relations between Hong Kong and GCC

Hong Kong and the six member states of the Cooperation Council for the Arab States of the Gulf (GCC) have a strong and growing bilateral relationship based on common economic interests. While the GCC countries are committed to developing diversified economies, Hong Kong is always keen to expand our worldwide economic and trade networks with trading partners. Located in the heart of Asia, Hong Kong is eminently poised to provide tremendous opportunities for GCC companies and entrepreneurs aiming to expand their business portfolios and extend their market presence, particularly to Mainland China and the Association of Southeast Asian Nations (ASEAN).

GCC countries are Hong Kong’s valued investment partners. Total merchandise trade between Hong Kong and GCC amounted to HK$154.9 billion (or US$19.86 billion) in 2024.

Hong Kong is richly endowed with all the qualities of a vibrant and attractive financial and business hub, namely a business-friendly environment, low and simple tax system, robust rule of law, very free economy, world-class infrastructure, cutting-edge innovation and technology capabilities, and strong intellectual property protection. With these advantages, Hong Kong offers a crucial and prized strategic platform for GCC investors to tap into the rapidly growing markets in the Asia Pacific region. There are various sectors of mutual interest, from new and traditional energies to smart city, transportation, logistics, financial technology, biotechnology and jewellery, etc.

GCC is one of the important regions of the Belt and Road Initiative which aims to facilitate connectivity and unimpeded trade, promote people-to-people bonds, and advance financial integration and regional cooperation. GCC governments and companies are encouraged to make use of the logistical, architectural, financial, legal, accounting, management and other professional services available by Hong Kong enterprises to reap the social and economic benefits from this unique regional cooperation initiative.
